Odisha is preparing for another major international investment outreach as Chief Minister Mohan Charan Majhi is scheduled to lead an official delegation to the United Arab Emirates from September 8 to 11, with the state looking to strengthen its position as an investment destination and attract fresh global capital into manufacturing, infrastructure, technology, energy and other emerging sectors. The Dubai visit comes at a time when Odisha is increasingly trying to move beyond its traditional image as a mineral and metals-based economy and present itself as a broader industrial and business destination. According to reports, the Chief Minister will showcase Odisha’s investment potential before business groups and investors in the UAE and is also expected to engage with the Odia diaspora, encouraging them to participate in the state’s economic and industrial development. The timing of the visit is significant because Odisha has been actively pursuing investment mobilisation through domestic and international outreach programmes, with the government positioning infrastructure, natural resources, skilled manpower, industrial land, ports and policy support as some of the state’s major advantages. The UAE is particularly important because of its large Indian business community, strong investment institutions, logistics capabilities and growing interest in infrastructure, renewable energy, manufacturing and technology. For Odisha, attracting UAE-based investors could potentially open new opportunities not only for large industrial projects but also for logistics, food processing, tourism, real estate, hospitality, fintech, technology services and export-oriented businesses. The state’s investment strategy is also increasingly focused on connecting industrial growth with employment generation, particularly in sectors where young people can find skilled and semi-skilled employment within Odisha rather than migrating to other states. The government’s broader industrial policy push has included initiatives designed to encourage investment in less-developed regions, support MSMEs and promote new sectors alongside the traditional metals and mining ecosystem. Odisha’s official investment platform describes the state as a fast-growing investment destination and provides investors with information on opportunities, incentives and approvals, reflecting the government’s attempt to make investment facilitation more structured and accessible. The UAE outreach therefore represents more than a conventional investor roadshow; it is part of Odisha’s larger effort to build an international business identity. The success of this strategy will ultimately depend on how many investment intentions translate into actual projects, how quickly land and approvals are provided, and whether announced projects generate the employment and local economic activity expected from them. For entrepreneurs and MSMEs in Odisha, increased international investment could also create opportunities as suppliers, service providers, logistics partners, technology vendors and contractors for larger companies entering the state. The Dubai visit will therefore be closely watched by Odisha’s industrial and startup ecosystem because fresh investment can potentially expand the market beyond government-led projects and create stronger links between local businesses and global capital.
